NSG : TUG OF WAR

The futile efforts for formal entry have been endorsed for subscription of NSG. NSG- Nuclear Supplier Group- is nuclear export entity formed in 1974. Both South-Asian nuclear states: India and Pakistan have overriding aspirations to broaden their spectrum for proliferation. In case, one or both nuclear states get the nod for admission at NSG, this will undermine the universal nuclear restraint regime. Thus, disarmament will remain an elusive dream.

India has been substantiated by US, as the military and strategic partners in Washington's policy of pivot to Asia. Whereas, China is on the front-line to restraint the entry of India by using the power of veto, though it has underwater motives. On the flip, China is supporting stance for Pakistan for entry with the same yardstick for criteria based entry as for India. Notwithstanding, this will produce ripple effects in the status quo with the danger of proliferation in the Asia-Pacific region. Thus, a need of the hour is to carry out a policy for curtailment of proliferation in the region. 

The matter of fact behind this tug of war for admission in NSG is to grapple up more power. This will initiate the vicious cycle of competition and rivalries, where Pakistan will follow the foot steps of India. India will do what are the ambitions of China to subvert the activities of Beijing. However, for China, Washington is role model and prefers the policy of engagement to take the crown of super power by overthrowing US from the global sphere. Hence, there exists mutual assured mad race for pile up of the arms and artillery to escalate doctrine of deterrence. 

For better understanding about the significance of NSG, we have to infer the retrospective events behind this tug of war. There are four conditions for the entry in NSG:1. Member states must be a signatory of CTBT - Comprehensive Test Ban Treaty.2. It must conform to treaty of 1970, NPT- Nuclear Proliferation Treaty3. It must be obliged and under the safety and supervision of IAEA- International Atomic Energy Agency. 4. It should be pursued the conditions under CD- Conference of Disarmament. 

In 2001, Aspen Plenary - NPT party makes it the necessity for NSG entry in article III and V. After the appraisal and assessment of all requirements for NSG entry, member states of NSG must be conformed to two conditions to remain part of this entity. These reckoned as the member state will stop the production of nuclear weapons. Second, they have to halt further testing of nuclear weapons.


US is being the hegemony of most of the supra-organisations have supported acknowledgments of New Delhi to be part of NSG, where, India is already part of three export controls. In 2010, Obama evinced the India entry in four multilateral export control regimes: namely, MTCR, Wassenaar arrangement, Zangger Committee and NSG. These are all vantages due to India ‘Next step in strategic partnership’ deal signed in 2008. Under this partnership, India has countenanced for exchange of military and strategic engagement with US, France and Russia. 


Nevertheless, the mystery is not pellucid, why China and Pakistan did not make hue and cry after that  nuclear deal? Why Musharraf did not hinder, and China did not veto? Even in this caucus of NSG entry, John Kerry has assured, ‘India would take a merit-based approach and would not be influenced by extraneous regional issues. The appraisal of India’s competence for merit based approach raised eye brows among many critics. They have apprehensions, how India would get entry when New Delhi is not accepted legal binding commitments to pursue the disarmament negotiation? Furthermore, India has not halted the production of fissile material and last but not the least fact is India will not test nuclear weapons after entry.


These factors cast aspersions on the India’s ability to hatch on the merit-based approach. Only US is the savour for India to get entry on discriminatory basis. Without any suspicion, the case of Pakistan has more fortes than the arch-rival. As, Pakistan separated military and civil nuclear programs. Not only this, but also subscribe to IAEA safeguards. 



However, Pakistan shows its readiness for CTBT if India does the same. Pakistan in this regard took the refugee of China. China spoke person Wyan has elaborated; India dubbed as US’ s military ally to contain China. Though, China is not part of MTCR but India does. India aspires for the nod of NSG from China in exchange of MTCR. China expressed clearly, China is not a barrier for India in joining NSG. 


No one one knows when this tug of war will end, who will be victimised for nuclear adventurism in the future? This envisages lethal arms' race in Asia-Pacific region to tarnish strategic balance and cast clouds over peace and stability.
