NECESSITY OF DISARMAMENT


The necessity of disarmament is not unique phenomenon. It has gained fame after WWII, and more steps were taken in cold war era. The dilemma of disarmament has tentacles with arms control. No one can deny from the necessity of disarmament in the current conflict ridden era to the world. It is pertinent to mention here . Its implication can be possible only after the serious initiatives by the NWS - Nuclear Weapon States. There are prevalent dire consequences of arms and military in any form may it be in biological, chemical, nuclear or physical. To be taken aback the step of nuclear or other disarmament is hence necessity. Every to and fro the country on the spectrum of have or have-not, from developing to the developed country is facing adverse situation in economic, social, political and security terms. To counter-act as the stream of violence to spread require world bodies to avert the situation of insecurity and conflicts.


The pile of arms is to expound the power any country hence. This stark reality unveils when existence of nuclear weapons in South Asia region brings conformity to security and put resistance for using nuclear bombs as an option. Even so, this worst cause does not halt the progress of armament. It instead instigated the countries to engage into race of arms on the regional level. Therefore, countries are left with two alternatives first to completely disarmament or choose a different course by engaging to arms control. Disarmament gained currently in theoretical aspects but have the little aspects of practical reality where superpowers do not want to get rid from the arms for the maintenance of international security. On the other hand, convincing other countries to conform to treaties for the disarmament. How can a country can follow suit when the leading countries are resisting to idea and proposition of disarmament?


To have clear idea, this write-up will explain the doctrine of disarmament and hurdles for practical impregnability. The doctrine of disarmament is the revolutionary act, in which all actors must destroy all forms of arms for maintenance and perseverance of peace on the horizon of the globe. Iniquitously, idea is appealing but few have guts to materialize the idea into reality. Moreover, the disarmament of weapons are required if there will be no weapons, there will not exist any possibility of war. On the flip, the idea of arms control has gained currently with practical implication. Arms control is used in alternative to international security.


Arms control has formulated methodology in which countries don't destroy weapons. Altogether instead control it by treaties, in unilateral, bilateral and multi-lateral declarations. The objective of arm control treaties is to mitigate the risks of war and reduce the cost of war. Not only, these arm control treaties helped to lessen the intensity of violence and conflicts throughout the region. Various agreements and treaties have been signed in this regard to name a few includes: SALT, NPT, CTBT, Test Ban and many others for reducing the risk of war. Notwithstanding, it has achieved victories, particularly in the cold war era. To yield benefits from arm control treaties, proper channel of information with appropriate means of communication required. These arms' controls are sometime explicit, implicit or implied in nature. However, to enforce the idea of arms control successfully location, amount, readiness and types of martial forces are decisive factors. Thus, arms control will help to regulate armed capability to preserve the status quo. As compared to disarmament, arm control has relative ability to bargain.


However, there are various issues concerning to use Arms control approach for CBMs. Primarily, there exists the problem of trust on other member states for cooperation and exchange of information. If, any time member state encounter with treachery of other countries, there is no uniform mechanism or institutional availability to bring the perpetrators to tasks for acknowledging the problems of verification. Another, notable issue with shifting to arms control is relations between states are driven by their interest. Therefore, both faced prisoner’s dilemma - where every option has two outcomes but had to choose best one between them.

To account on the present situation for impact of this notion of arms control requires an appraisal of prevalent factors, which could halt the objectivity of arms control in the region. Primarily, we are encountering with problems to halt, the progress of arms but technological expansion at the exponential level breeds news problem with hard solutions to grapple up with huge economic cost. Second, there exists asymmetrical balance in terms of strategic, military and economical volume, which faced by the problem to harmonize single doctrine to all countries. Lastly, there is the non-availability of arms control arrangement, which can merely be relied on the CBMs simply.


To appraise the situation, supra-organization must play the leading role to halt the chain of breading arms, particularly in South Asia and Gulf countries. There must be stringent policies in case of non- conformity to existing or potential CBMs. Last but not the least, there must be demilitarization of all regions across the world which breed and air the possibility of proxy wars.
