NARRATIVE FOR US - INDIA NUCLEAR DEAL


It’s not novel about the India entry and aspiration for Nuclear Supplier Group(NSG). NSG came into force after the India tested the atomic bomb in 1974. According to this group, they will not enter new candidates to supply atomic material. However, in the previous week, we acknowledged the formal application made by both, Pakistan and India, an arch rival country to contest for membership in 74 member countries for the sake of widen their spectrum to sell nuclear material for the civilian purpose. Though, US intended to give India, blue eye child, in the group on country based entry, thrusting aside the criteria based or goal-oriented entry.


Nevertheless, few countries, i.e. Australia, Brazil and China, etc. rejected and veto against India. It would be pertinent to mention here. India is US partner in her policy of pivot to Asia contesting against emerging China. Both partners have signed a deal for nuclear under the civilian cover in 2006. When Pakistan asked for similar prerogative, they rejected the notion for threat of nuclear weapons under stake of non-state actors. Additionally, these days questions flare-up in the Senate of US, is Pakistan allay or foe? Due to connection with Haqanni Group, Washington is still in the quagmire to decide Pakistan’s role in counter-terrorism. Therefore, US does not consider Islamabad on the same footing with India. US Administration is still casting aspersions about murky Pakistan's efforts. 

Hence, Director General Dr. Sheerani of IISS, Islamabad felt need and endorsed his stance to built narrative for discrimination. Pakistan has been facing discrimination despite staunch follower of IAEA and safety measure. A point of case is the ratification of NPT and its status, about which US herself violated few articles. Currently,  Israel, Pakistan and India are not signatories of this treaty. Pakistan conforms to this treaty but has a stance to second entry after India due to India-US nuclear deal, which can be easily diverted to military purposes from civilian purposes.


Due to these apprehensions, Pakistan does not want the submissive role on the foreign level, which can tarnish Islamabad image at the diplomatic front. To consider all accounts for the need of narrative, countries required legal cover. Only this way at the International front, Islamabad can coin the case for her eligibility. Every country inducts lawyers in the foreign office. Another step  can be for formulation of law to initiate it at the academic level. Moreover, To inject it at the social forum will raise awareness and general masses will partake as well. Lastly, Bureaucracy and executive must join hands to forge narrative lest, dust settled forever after the discriminatory entry of India into NSG.
